Pope Francis has accepted the resignation of Los Angeles auxiliary bishop Alexander Salazar over his “misconduct” with a minor, the Vatican said on Wednesday.
The case is the latest in a litany of child-sexual abuse scandals to have rocked the Roman Catholic Church of 1.3-billion followers around the world.
The Vatican said an investigation by the archbishop of Los Angeles had found suspicions about Salazar’s behaviour to be “credible”.
A letter from the archbishop, Jose H Gomez, read that in 2005 he had been “made aware of an allegation against Bishop Salazar of misconduct with a minor” during the 1990s when he was serving as a parish priest. The allegations were investigated by the police but not prosecuted, Gomez said.
He said that since Salazar was a bishop when the allegations were made, he had passed the issue to the Vatican “which conducted an investigation and imposed certain precautionary measures”.
Salazar “consistently denied any wrongdoing”, Gomez said, and after obtaining permission from Rome, he had put the matter in the hands of the archdiocese’s “independent clergy misconduct oversight board”.
“The board found the allegation to be credible and I submitted its findings and recommendations along with my own votum to the Holy See to make its final determination as to Bishop Salazar’s status,” he said.
“These decisions have been made out of deep concern for the healing and reconciliation of abuse victims and for the good of the church’s mission. Let us continue to stay close to the victim-survivors of abuse, through our prayer and our actions.”

A longtime Bronx bishop has resigned after accusations of sexual abuse.
Bishop John Jenik, of Our Lady of Refuge in Bedford Park, reportedly engaged in inappropriate behavior with a teenage boy in the 1980s.
Jenik says he never abused anyone, but Cardinal Timothy Dolan says the allegation is both credible and substantiated.
“This is sad, this is sad for all of us, it’s sad for the victim and I sure appreciate that victim coming forward and accepting my invitation for all victims to come forward,” Dolan said. “It’s certainly a sad day for Bishop Jenik, it’s a very sad day for the people of Our Lady of Refuge parish who love him and cherish him.”

The bishop’s resignation comes as the New York’s Attorney General’s Office continues its investigation into clergy sex abuse in the Roman Catholic Church.
In a letter addressed to parishioners last month, Jenik wrote that he is asking the Vatican to review the matter and ultimately prove his innocence.

CHICAGO (AP) — Illinois Attorney General Lisa Madigan on Wednesday issued a blistering report about clergy sexual abuse, saying that Catholic dioceses in Illinois has not released the names of at least 500 clergy accused of sexually abusing children.
The preliminary report found that the church’s six archdioceses have done a woefully inadequate job of investigating allegations and in some cases did not investigate them at all or notify the state’s child welfare agency. Madigan’s office said that while the dioceses have disclosed 45 more names of those credibly accused, the total number of names disclosed is only 185 and raises questions about the church’s response to the crisis.
“By choosing not to thoroughly investigate allegations, the Catholic Church has failed in its moral obligation to provide survivors, parishioners and the public a complete and accurate accounting of all sexually inappropriate behavior involving priests in Illinois,” Madigan said in a statement. “The failure to investigate also means that the Catholic Church has never made an effort to determine whether the conduct of the accused priests was ignored or covered up by superiors.”
The report does not include some key details such as when the allegations were made. It also does not accuse the dioceses of withholding the names of ’credibly” accused clergy, only that the list of names of accused clergy is far longer than has been made public.
A Madigan spokeswoman said that the allegations date back decades and include some priests who are now deceased.
The Illinois disclosures are a new blow to the credibility of the church, which has struggled to contain the scandal amid mounting accusations of negligence. In August, a Pennsylvania grand jury report alleged that hundreds of priests abused at least 1,000 children over seven decades in that state. The report prompted Pope Francis to call U.S. bishops for a retreat at a suburban Chicago seminary next month to debate how to respond.
Larry Antonsen, a Chicago leader of Survivors Network of those Abused by Priests, said Madigan is doing the right thing and needs to continue. He said Illinois should convene a grand jury with subpoena power, as in Pennsylvania.
“There’s more that needs to be done. The Catholic Church does not do a good job of policing itself, and you can’t expect them to do that,” Antonsen said. “It’s hard to know what to believe because so much of what they’re doing is in secret and not out in the open, but this is a step in the right direction.”
A leading attorney who has represented survivors of abuse called for the additional names of priests to be made public.
“The Illinois Bishops must release these names immediately so that survivors can heal and no other kids are harmed,” said Minneapolis-based Jeff Anderson.
Madigan’s office said the problems went beyond a lack of effort. In some cases, the report found, efforts were made to work against the accusers.
“When the Illinois Dioceses investigated an allegation, they frequently found reasons not to deem an allegation ‘credible’ or ‘substantiated,‘” according to the report. Not only did Madigan’s office find a “pattern” of dioceses failing to substantiate allegations that came from one person, “The dioceses also often found reasons to discredit survivors’ stories of abuse by focusing on the survivors’ personal lives.”
Illinois church leaders expressed regret about the abuse, but pointed to steps they have taken to address what has become an international crisis.
Chicago’s archbishop, Cardinal Blase J. Cupich, in a statement said that although he regretted “our failures to address the scourge of clerical sexual abuse,” the archdiocese has been a leader in dealing with the issue, including a policy since 2002 of reporting “all allegations of child sexual abuse to civil authorities.”
The Springfield diocese said that it reviewed paper files of clergy dating to its 1923 founding and provided Madigan’s office with documentation of each instance of abuse, regardless of whether it was deemed credible, according to a statement.
The Diocese of Joliet said in a statement that it took steps such as establishing in 1993 a review committee made up of people from law enforcement, social service agencies and others to investigate allegations of sexual abuse.
Madigan said her office’s findings make it clear that notifying authorities is critical, and pointing to instances when dioceses used personal information about people to discredit them and help them conclude accusations weren’t credible. “The preliminary stages of this investigation have already demonstrated that the Catholic Church cannot police itself,” she said.

They certainly are a danger to children and adults alike. This institution is rotten at its core. I am not condemning the faithful but they have been duped by unscrupulous men. How it has gotten away with all forms of abuse for years is astounding. It is a worldwide money making operation masquerading as Christian. No church is perfect but this one takes the biscuit. Law enforcement agencies are currently making unannounced raids on Chancerys and Diocesan offices in various States in the USA at the moment.
This will continue into the New Year.
These enforcement officers are uncovering various forms of criminal activities in some Dioceses including, financial crimes, fraud, embezzlement, insurance fraud….etc.

It is clear that in the USA, and in some other jurisdictions, the secular legal authorities view the Roman Catholic Church with grave suspicion in how it has, and continues, to interact with the young and the vulnerable, and in the way in which is has a strong cultural tendency to protect its own and its reputation. Certain aspects of this behaviour are deemed illegal, and legal authorities are beginning to take an interest in what has been done by the Church and its bishops and priests that is illegal behaviour, either in the direct commission of the abuse or in the coverup.
A clear example came to light last week in the sworn evidence that Cardinal Nichols gave to IICSA, namely the actions of a past Vicar General in the Birmingham Archdiocese, Monsignor Dan Leonard, who it is claimed tipped off various priests about their impending arrest and encouraged and facilitated their flight from justice. Such action is clearly illegal and an attempt to frustrate justice. If Monsignor Leonard were alive, he would be facing investigation and charges.
I am sure there are many other Church authorities who are concerned about what has happened in the past that is clearly illegal. It is clear that the secular authorities are beginning to take an interest in these matters. I would expect people who have been engaged not only in commission of abuse, but in its coverup, to become the focus of the legal action by the state. We will see bishops and priests going to prison for frustrating the course of justice, for coverup, for collusion etc., as well as those who have committed the abuse directly.
Cardinal Nichols looked shell shocked last week. He has realised that even he, a Cardinal of the RC Church, is accountable to the law and the state. No longer will people put up with the Church being exempted or overlooked in what it does. Hopefully, we will see a humbler Cardinal Nichols, and a humbler Church.

That post seems very familiar to me. I believe I wrote it some time ago when Nichols was up in front of IICSA. It even refers to “last week”. Nicola didn’t appear before IICSA last week. It was some time ago. I think somebody is reposting historical posts. Still, the message is the same. And I think Nichols has realised that golden bollocks and cardinal he may be, but he will bow before the law of the land and he can be held accountable. That will have been some lesson for him to have learned so late in his life and career. No harm.

Just heard that Francis has instructed clerics who have abused minors to hand themselves in. If this includes those who have psychologically and mentally abused children as well the jails will be overflowing. Wouldn’t it be great to see them disposed of their clerical collars and instead have to wear prison garb. I wonder if Francis instruction will lead to his bishops cooperating with the police or if this is just a sound bite. Given their actions of the past and their sense of superiorness and arrogance I can’t see it. I have sometimes winced atMagna’s term “the Roman whore” but it is an appropriate term. I keep hearing the expression “credible accusation’, upon which is predicated the action of suspension, dismissal etc. A safeguarding board will deem an accusation to be ‘credible’. In the vast majority of these cases the matter may not pass the test of criminal activity, or may be deemed not actionable by the state authorities. I do worry a little bit about this catch all phrase ‘credible accusation’, which is rarely elaborated on, and which has become the legitimacy by which a priest can be be suspended or laicised. I also worry about the vulnerability of priests, many of whom I believe feel very vulnerable, to accusations which can be anything from the very serious to a minor indiscretion, or to something imagined or mistaken, that can suddenly land them in a very difficult situation, because some anonymous board has deemed it to be ‘credible’. I wonder if natural justice is being followed here, or is it just a way of getting the ‘problem’ sorted very quickly and a way of showing that we are doing something about this. The collateral damage can be innocent and good priests who are cast aside. Maybe this is the price that has to be paid ? I do feel some sympathy for priests who now have to be ultra cautious and disciplined in any interaction with anybody, irrationally so often, and who now feel very exposed and vulnerable.

Priests, if they have real supernatural faith, should be happy in that they have an opportunity now to really enter Christ’s passion in all its aspects.

So your concern is credibly accused priests, not children who may have been abused by them (and those who may, in their turn, be abused by these priests if nothing is done about them).
You make me sick! These clerical whoremongers have traditionally been given a pass where abused children were concerned. Now you want to perpetuate this criminal abuse by inaction against any whoremonger credibly accused. You would endanger the welfare of children all over again.
It is well past time that we stopped sacrificing the vulnerable children so that ‘poor Father’ and the Roman Whore he serves can maintain whatever reputations they feel entitled to.
As I said in yesterday’s blog, we have an imperfect system of justice, and there are going to be SOME casualties of it along the way: SOME miscarriages of justice. Haven’t vulnerable children been forced to carry this burden for long enough? It is time the clerical whiremongers carried this burden. The revelations from the USA are frightening and horrendous. Undoubtedly the Church worldwide may have similar revelations. I am deeply disturbed by these statistics. As a priest for 42 years I have never worked with or witnessed any abusing priest but had suspicions about certain guys. I did encounter abusingblay people but acted swiftly to ensure they were moved out of activities and prevented from church spaces. I also reported to Gardai then and to my superiors. All issues were dealt with by them. I have been desolated by the continuing history of abuse, cover ups, and irresponsible management by the Vatican and bishops conferences. I believe some will be prosecuted for their self serving responses, thereby endangering the lives of thousands. I am shicked and can understand the anger of all victims/survivors and of lay Catholics everywhere. Something radical needs to happen and happen NOW. I approach this Christmas as I’ve done for 42 years but with a heavier heart of shame and disgust. Apart from what would be a natural falling or drifting away from religious practices and public expressions of faith, the abuse scandals have destroyed and betrayed the trust and faith of many, many good people who may never be part of their local parish community again, as they once experienced. I pray for all survivors and their families.

Yes, I see Pope Francis is telling abusing priests to turn themselves in to the authorities. All well and fine. But, it does also smack of a further attempt at transference. Blame it all on those abusing priests – which is true to a great extent, they did the deed, they know right from wrong….etc. etc. But that only goes so far. The phenomenon of abuse in the RC Church extends to the clerical culture in which these priest were brought up, in the leadership of the Church which for so long covered up, and in illegal intervention in actively frustrating the course of justice. So, there are many more priests and bishops who have been involved in some respect in this business. Perhaps they should be turning themselves in too ?
A previous post talked about Birmingham and frustrating the course of justice. Well, + Vinny talked at length about the case of Fr Jim Robinson and how they supposedly did not know where he was, although a tv programme was able to find him with little problem. Also, money was being sent to Robinson from the diocese for many years. You don’t just send money off in to the ether, you have to send it somewhere, surely ? So, it is highly probable that the Archdiocese of Birmingham knew for many years where Robinson was and was in some way in contact with him. He was wanted by the police, and their failure to facilitate his discovery, even if by being ‘economical with the truth’ is a frustration of justice. That should be looked at.
So, it’s okay to ask abusing priests to turn themselves in. But, what about the rest of the people involved in this nasty business ? Should they not be turning themselves in too, as complicit in the cover up of the crime, and far worse. But that won’t happen. We have found the scapegoats and the business of transference will continue so that the conniving and complicit priests and bishops can get away scot free ! It’s evident the RC Church has simply just ‘not got it’. It carries on trying to avoid, to dissemble, to coverup, to deny, to protect its reputation and institution and apparatchiks, and generally to be incapable of understanding what truth and transparency is all about. If in doubt or danger, transfer the blame, seems to be their modus operandi.

However what is more disgusting is the way your church has facilitated and covered up emotional, physical, sexual and psychological abuse. I did not accuse every priest of doing this. My own experiences of your colleagues is that they are abusers. Don’t blame me for forming my conclusions on the basis of my experiences. Blame those in your church, some of whom continue to serve. The culture in your church is rotten and more to do with self preservation rather than serving God and his people. I take you at your word when you say that you abhor all forms of abuse. It’s just a pity that your hierarchy doesn’t practice what it preaches. As for spewing hatred, mea culpa, mea maximum culpa. 3.31: I am not a priest of D & C Diocese. Having expressed my abhorrence at abuses within “my” Church in homilies, at Diocesan meetings, in letters to the Papal Nuncio and through this blog, I realise now that the general perception of priests is negative and that by virtue of our way of life, we are judged as complicit in the abuse crisis. That’s understandable but unjust and unfair. I try my best to live the ideals of priesthood which I undertook all those years ago keep before me the gospel of Christ as do many, many priests. I appreciate the anger, disgust and feelings of betrayal by you and others. I regret how people’s faith has been affected. I try to be the best I can be, albeit in very challenging times and with a task that seems almost impossible. Sometimes entering into dialogue with people on this blog seems futile and as a priest, I leave myself open to nasty, vitriolic and abusive comments.

Sadly, his actions do not speak as loudly as his words!
All clerics of whatever rank, should be dismissed from the priesthood, if guilty.

6.21: Pat, you will always find criticism of the Catholic Church. Since you defected – by your own volition – you have engaged in a nasty, vulgar, vindictive anti Church, anti clerical vendetta. Your criticisms at times are spot on and shared by many priests who have expressed the same outrage as you have. Yet, you easily and all too readily condemn all of us as enablers of abuse. An intelligent mind would consider that attitude a monstrous injustice. You are not the sole possessor of moral outrage. However, all of us in priesthood need constant challenging and I have no difficulty with that. It’s the unfair characterisation of all of us as “co-abusers” that I find offensive.

No doubt many of the nasty, venomous, Church and priest haters will find their way to their local Church for Christmas and probably sit quiet as nice and receive the Precious Gift of Jesus in the Eucharist. I suggest they go instead to the Oratory in Larne where they may feel more “at home”. Or will they be too hypocritical lest Pat asks their names, not having seen them ever and recognise the face behind pseudonyms ??? Critics and haters – have courage!! Now that would be a challenge for you!

What kind of stand have you taken against Rc Church corruption, scandal and crime? How many clerics say mass daily, will say mass over Christmas, receive the precious gift of Jesus and then continue to lead double lives….
Would you put your neck on the line and challenge Rc Church corruption, for the sake of the Kingdom, the people of God and in reparation to Christ…? 😎

9.59: Cool Dude – you’re back. You’ll never know how many times I, as a priest, have spoken out against the abuse crisis in the Church, in all opportunities and gatherings. I know my conscience. Don’t tar all clerics. I know you come out of a deeply upsetting and traumatic experience as you’ve spoken about. Yes, there are horrible, vicious, nasty people who have deep hatred in their hearts and who will receive the Body of Christ – as referenced by 9.41. I question their integrity of conscience as much as I question priests who are hypocrites. People who express vicious anti clerical sentiment should look at their own hypocrisy too. I abhor people who encourage hatred of and vengance against any group. To answer your question – yes, I have spoken my anger in the faces of my Bishops and Archbishop
– and very strongly. Somehow that’s not sufficient for you but I keep Christ before me always and though I fail frequently, I know who to trust – God alone. If I didn’t have some prayer in my life or trust God deeply, the vicious onslaught here at times might push me to the cliff edge…..such is the power of judgment and condemnation.

I’m glad to hear you’ve spoken out at all opportunities and gatherings regarding the abuse crisis. I suggest, it’s more than a crisis, it’s crime.
I’m NOT taring all clerics.
I agree, many horrible , nasty and vicious people will receive the body of Christ and do regularly…etc. I agree with you.
Huge numbers of people don’t seem to know the ABCs of the Catholic faith. Why?
In my opinion, maybe it’s time for you and like minded colleagues, to organize and make representations to your superiors as a collective. Maybe I’m being naive in making such a suggestion.
I think obedience / loyalty to Christ has to supersede obedience/loyalty to Bishops and superiors at this stage, through action.
The crisis, as you call it, is far too grave and serious. Concrete actions, in my view, must be taken by men of integrity in the Priesthood for the sake of the people of God, the good of the Church, and Christ Himself.
This crisis is likely to worsen.
The various contributions to this blog is a reflection of attitudes, views, opinions…etc…of some people in the wider world.
I’m NOT judging or condemning you.
I’m challenging you and your colleagues, regardless of ‘rank’ in the Church, to ORGANIZE!
The best place to learn theology is on your knees!
