Bling Bishop’ a classic case of Vatican’s ‘Ironic Employment Division’

ROME – In “The Simpsons,” the annual Halloween episodes are known for their spoofs of the supernatural. Back in 1993, one of my favorites featured a vision of Hell, where the legendarily donut-loving Homer has been assigned to the “Ironic Punishment Division.” He’s tethered to a chair as a machine force-feeds him pastry after pastry.
(Homer appears delighted, mumbling “more please!” after each mouthful, leading a frustrated demon to say: “I don’t understand it … James Coco went mad in 15 minutes!”)
I thought of that episode this week, speaking to a visiting clergyman who was astonished to discover that German Bishop Franz-Peter Tebartz-van-Elst – better known to the world as the “Bling Bishop,” whose exuberant spending in the Diocese of Limburg in 2013 caused such a furor that he was granted a “sabbatical” by the newly-elected Pope Francis – is actually now a Vatican official.
My cleric friend recently attended a meeting in the Pontifical Council for the New Evangelization, where Tebartz-van-Elst led the discussion. He said he spent a few minutes trying to figure out where he’d heard the name before, until realization dawned: “My God, he’s the bishop of bling!”
Welcome to the “Ironic Employment Division” in Pope Francis’s Vatican.
In case memories have dimmed, Francis was compelled to remove Tebartz-van-Elst in October 2013 due to public backlash against his spending an estimated $42 million on remodeling his diocesan center and residence, including $1.1 million for garden landscaping and even $22,000 for a bathtub.
Originally, the Vatican said the Bling Bishop was being granted a temporary sabbatical outside the diocese. That “temporary” measure became permanent in March 2014, at a time when the Vatican was trying to negotiate an agreement under which Tebartz-van Elst would not be sued by the Limburg diocese in an effort to recoup its losses over the construction projects.
The question then became what to do with him since Tebartz-van-Elst was only 54 at the time of his exile, a full two decades short of the usual retirement age for Catholic bishops of 75.
In the end, Tebartz-van-Elst was brought to Rome and given a new gig as a “delegate for catechesis” in the Council for New Evangelization. Although his appointment is a matter of public record – it’s even on his Wikipedia page – the Vatican understandably made no effort to broadcast it, leaving even seasoned clergy a bit surprised to see him today taking charge of Roman meetings.
Given that the main complaint against Tebartz-van-Elst in Limburg was that his regal spending habits were “unevangelical,” at odds with the witness of Jesus in the Gospels (not to mention Francis in the papacy) and thereby driving people away from the faith, many observers would likely find his present assignment as a top Vatican official for evangelization not just a little bit jarring.
In reality, however, no one probably should be surprised. There’s a long tradition of clerics in disgrace in their homelands ending up in Rome, but in the Francis era they sometimes wind up in jobs that almost seem a private papal satire.
Most famously, there’s the case of Bishop Gustavo Zanchetta of Argentina, who resigned his post heading the Diocese of Oran in August 2017 amid accusations of abuse of power and “strange behavior” (charges of sexual abuse of adult seminarians came later). The rap sheet against Zanchetta also features charges of financial misconduct, including selling a building belonging to the diocese for $800,000 without going through the proper channels and leaving the transaction off the diocesan books.

Despite that, Francis in 2017 not only brought Zanchetta to Rome but named him Assessor to the Administration of the Patrimony of the Apostolic See (APSA), the Vatican’s financial powerhouse which oversees both the Holy See’s investment portfolio and its real estate holdings in Italy and around the world.
Once again, it’s hard to imagine a Vatican gig (other, perhaps, than with the Pontifical Commission for the Protection of Minors) that would seem more ironic given the baggage Zanchetta carried.
Another fitting for-instance is Monsignor Dario Edoardo Viganò, who was forced to resign as the Vatican’s communications czar in March 2018 after attempting to pass off a doctored letter by Pope emeritus Benedict XVI as the real thing and getting caught. For presiding over such a PR fiasco, Francis moved Viganò to a different post – not as prefect of the Dicastery for Communications but its “assessor,” meaning to this day he’s still in a position to shape the communications operation.
Further back in time, there’s Monsignor Mario Salvatore Battista Ricca, who was confirmed by Francis as prelate of the Vatican Bank in 2013 despite revelations in the Italian media that during his previous service as a papal diplomat in Uruguay, he’d been involved in a couple of scandalous situations involving homosexual activity – one in which Battista Ricca was apparently beaten up after leaving a gay bar, and another in which he was trapped in an elevator at the papal embassy in Montevideo with a young man and had to be rescued by the fire department.
Despite that, Francis confirmed Battista Ricca in a sensitive post at an institution which, at the time, was also trying to shake off a well-earned reputation for scandal.
Of course, Francis presumably knows more about these situations than any of the rest of us, and he may well have perfectly valid reasons for appointing or confirming such officials to the posts they currently hold.
However, it’s hard not to wish there was a “Simpsons” for the Vatican – because, let’s face it, the Bling Bishop in charge of evangelization probably would be the basis for one hell of a Halloween episode.

Of late this blog site has become boringly repetitive, tedious to follow and increasingly childish in content. The constant ‘tit for tat’ retorts of back and forward slanging matches, and inane juvenile humour from some contributors significantly degrades the value of the blog. I have asked a couple of friends for feedback on its content: one summed it up simply by rolling her eyes! I’m conscious of the absence now of many interesting and valuable contributors of the past. Have they given up as indeed I’m tempted to?
I hear what you say about being unwilling to censor. But isn’t it really time for you to exercise some restraint when certain contributors clearly are unable to? For a start, I would suggest that any individual’s contribution to each blog subject should be restricted to two.

I think you will find MMM that you have become the boring and repetitive one on this blog. Repetitive in your atheistic mantra. For an atheist you sure as hell take much interest in the Catholic Church and religion in general. How can you restrict comments to two per person when the vast majority like me post anonymously? The recurring problem with this blog is simply MC who Pat refuses to do anything about, this is why the blog has lost so many different contributors. People like the guy with his big chair on the north coast, Pip with her budgies, Leitrim Len, Sr Mary, old Joe Lollard, Cecily, that woman from the Falls who was fond of Dean Kennedy and so many other anonymous contributors who have given up on this blog.

There is an article in today’s Irish News on the departure of the Mill Hill Missionaries from St Mary’s Chapel lane.
“Fr Tim Bartlett will take over the parish for now, with the assistance of other priests, until diocesan changes are made later in the summer.”

Timo will do very little there. It will be the assisting “other priests” who will do any heavy lifting.
And as regards clerical changes “later in the summer”, you can bet that by late autumn/early winter poor Noel will still be twiddling his thumbs and haplessly wondering what to do about St Mary’s, etc.

Pat, your great strength is that you will allow a say to all sorts of people. You are one of those rarest of people, a true Liberal, to do so. Hell, most people running a blog like this would make sure only their own agenda was heard, and frankly I wouldn’t personally allow either MC or the clerical fraternity to post here.
But with that liberality comes the kind of situation described above and I think at some point you’re going to have to decide whether you want to be remembered for running a blog where (almost) anything goes, and if not, whether you have the appetite to apply stricter moderation to comments, which will certainly make some people claim you are suppressing their views.
I do wonder at the motivation of some people posting here, since you do have many enemies, and making your blog a morass of bickering children would be an obvious way to discredit you.

2.22: A good comment. However, Pat had the one with an agenda. That agenda is not fair, just or kind to clerics or to the Church and I understand why there is so much negativity expressed here. Pat I believe must excercise greater discretion about some commentators whose only purpose is to incite very vicious and poisonous comments and to use this blog to get equal with their enemies. Some of the comments have greatly saddened me with their sharp, vicious judgments and attacks on priests. The mockery levelled at clerics through name calling, ridicule, cartoinish representations and jeering is frightening at times. Whatever we may think about priests and the Chyrch, I cannot accept the abuse expressed at times. So, what might Pat do to ensure that his blog can be more productive and positive on the important issues we need to discuss? I’m not sure apart from a complete overhaul about the purpose of this blog….

Implying or stating that I am mad (‘seek professional therapy’, ‘you…with a dangerous madness’, both at 2:17), or, elsewhere, that I am ‘a seminary reject’, that I was ‘thrown out of seminary’, that I ‘was found unworthy of priesthood’, that I am ‘a drunk’, ‘a sot’, ‘a drunkard’…all of these insults, and many others (and all of them untrue), have, repeatedly, been hurled at me. Are you surprised that I sometimes respond in kind? I, too (not just MMM and others), want to engage in serious, intelligent and learned discussion here, because most of your blogs treat serious (sometimes very serious) topics, and they deserve such quality of discussion. But try as I might, sooner or later along comes a hater/abuser with a stockpile of ad hominem…simply because they can neither refute my points, nor even debate me with a modicum of intelligence and knowledge. This has happened so often, and for so long, that I am permanently in ‘aggressive mode’. It’s a pity, because so much that is productive could take place, especially if many of the clergy (and their supporters/apologists) who post here could stop being so defensive and accept that the world in general no longer reveres priests, no longer holds them in any significant esteem, because of the criminality they or others have committed. They have brought this on themselves; hey have only themselves to blame. Being overly-defensive, and abusive, on this blog does not help their cause.

Much of what you say here is very true Magna. Many RC clerics have sat on a pedestal of perceived superiority for so long, that coming to an understanding that the public, catholic and otherwise, does not share the ‘ontological ‘ superiority of their world view……well it’s often emotionally and intellectually beyond them quite apart from being psychologically threatening. Perhaps that’s a big factor in the defensive ad hominem nature of many clerical comments here.
Perhaps too another factor sometimes referred to here, may be that some of them are not the brightest candle on their altars. At least the level of debate here often infers this on both an intellectual and emotional reckoning.

Now, having started the ‘hare’ running on this topic I’ll leave it for now hoping for better things to come.

5.11 A Bishop in Rome for Archbishop or the Bishop of Limerick and Timmy may get an Auxiliary’s post however as now only Bishop fields resignation has been accepted within months and Bishop Walsh’s will likely be the same in September.
However Archbishop D. Martin is not 75 till April 2020 unless he resigns on ill health or Rome appoints
someone with right of succession but bit late for that.
After the appointment of Auxiliary of Armagh it is anyone’s guess now with this Papal Nuncio.

6.21: What do you mean by your rhetorical question? Pat, this is the kind of question that starts off a nasty litany of abuse. By asking this question there’s an implicit suggestion of something sinister we should be aware of. Throwing out this kind of question is a form of abuse. Aside from the awful hurt caused by clerical sex abusers, I’m certain that many of us (priests) desire to do our best and that we struggle with our lives and work. We are not immune to the reality of what has occurred or to how many people have been damaged for life. It is unfair to (literally) suggest that all of us must be monitored. I find priesthood a huge challenge. I try my best. I’m not successful or perfect in all my efforts. What I find most disconcerting is the continuing attacks through your blog on those of us who are genuine in our living of priesthood. I respect honest opinion but not when it’s couched in language of contempt or hatred and I am very unhappy that my life should be condemned, questioned and analysed simply because I am a priest. We are becoming increasingly an unwelcoming society for Catholic clerics. However, I made a commitment for life and I trust that God will help me stick with it, however awful and horrendous the anti clericalism is!

But I also agree with what +Pat and some others have said about you. Don’t let yourself down to diminish the power of your perspective. Use your superior gifts and rise above the vacuous chatter of those flummoxed by the strength of your arguments. Leave them squabbling. Still waters run deep, and quiet observers understand the significance therein rather than the strident clanging of empty vessels.

4.19: Magna, what planet are you living on? You accuse others of hurling abuse at you and that you are pushed into being acerbic because of certain comments made about you. Do you ever reflect on your own personal behaviour towards others? Do you ever realise that you, very consciously and deliberately, express the most outrageous opinions about others? Do you ever realise that your words are often an incitement to hatred of priests? If you want sympathy and kindness given to you, you should at least try to be a little kinder and merciful yourself. Do you justify your personalised onslaught on priests? You cannot expect to say nasty, abusive things about others when it’s convenient and done out of vindictiveness. You are entitled to your opinions but you have to be respinsible in what you print. With freedom of expression comes accountability and responsibility. Your comment is full of self pity. You cannot simply blame Pat and others if you believe this blog has taken a certain route (unfavourable to you) and be blind to your own contribution in leading it this way! Pat, seriously, just looking at the way the above comments are going again, I would strongly suggest you set a policy for the comments you will and won’t accept, including that you will be the final arbiter, and enforce it rigidly.
It must be apparent to everyone that unless a code is enforced, backbiting will continue.
I would also suggest that you limit the opinions which can be expressed here. This is your blog and you have a particular point of view. Since anyone can set up their own blog I don’t think you should feel bad if some opposing points of view are not expressed here. Frankly some posters obviously only come here to have a pot shot at you, and I don’t think you should feel obliged to give those people a platform.
If you set a policy and enforce it rigidly you will get more moaning comments for a bit, but it will make your life easier in the long run.

7.28: Sadly, when efforts have been made by some to have rational, intelligent debate, it rarely continues that way. If the emphasis of the blog wasn’t so negative and venomous and allowed to be used as a platform for anti clerical sentiment, it may change the tone of comments. Criticism and analysis are essential for the church and for priesthood but all too often the criticisms rapidly descend into a dangerous level of vitriol, name calling, personalised attacks and an open invitation to express hatred of priests. I’m not sure if Pat wants to re-think his approach or agenda.

In the current climate, with all that has been revealed, anti-clericalism is rational and reasonable. We need a healthy anti-clericalism.

I agree with you, Bishop Pat. Anti-clericalism isn’t just rational, but morally obligatory. As Pope Francis described it, it is a ‘cancer’; and it is eating away at the ecclesial body.
Those opposed to criticism of this evil should be regarded with deep suspicion; they are part of the problem in the institutional Church, and are likely clericalist priests themselves, or their lay apologists.

10.18: Magna – however hard you try, you can’t hide your obvious contempt and hatred towards priests. I have little time for people like you who think and believe that your criticisms are justifiable at all times and that they are the only acceptable ones. I am vehemently opposed to clericalism. I have avoided being caught up in it, not without difficulty, but I try to do what I know Christ would expect. Everyone knows the Church is on the path of renewal however the people are returning as they know there is many many Good Priests and Bishops trying their best just like you + Pat.

Bishop Fintan never signed the papal mandate on the Altar so hopefully he will be a safe pair of hands and will see what happen in Armagh in a few weeks.

8.44: Pat, do you believe that your anti clericalism is the acceptable form? I believe that Irish society has moved beyond anti clericalism to just being unquestioningly secular. It seems to me that the evolution of thought, science, theology, philosophy, free thinking and a comfortableness with a non faith viewpoint have all contributed to people moving away from organised/institutional religion. Of course we cannot underestimate the moral damage done to the church and to its adherents by the sexual abuse scandals. Maybe your blog could at last (in some meaningful way) help towards building a new community of God’s people: at least it could initiate a more constructive dialogue, without the crazy, mad, destructive commentary by some.
