NORTHERN IRELAND PRIEST ACCUSED OF DRUGING AND RAPING A YOUNG MAN.

A young man in Northern Ireland has reported to the police – PSNI – that he was drugged and raped by a priest in a presbytery in the North.

He has given a detailed statement to the PSNI.

The PSNI press office yesterday confirmed the report:

“Police received a third party report on January 31, 2020 regarding an incident at an address in Xxxxxxxxx in May 2019.
Enquiries were conducted, however, no offences have been disclosed at this time. ends”

The young man says that the rape was witnessed by “seminarians past and present”.

The young man has been in touch with me for some time and decided to report the matter to the police on my advice.

Like all rape victims he is afraid that he will not be believed.

The past and present seminarians who he alleges witnessed the rape have been named to the police.

As these seminarians are believed to be homosexually active one wonders if they will cooperate with the police and tell the truth?

Two days ago I wrote to the accused priest and his bishop.

Dear Xxxxx,

I have been contacted by a young man who claims that you drugged and sexually assaulted him in 2019.

He has reported the matter to the PSNI and has made a detailed statement to them.

Today, the PSNI have confirmed that such a complaint was submitted.

I wanted to ask for your response to this allegation.

I truly hope that the young man is recovering (if that is the right word) from this vicious and cowardly alleged attack. It will help him, I hope, if the accused priest is charged AND if those seminarians, even at this late stage, manage to find the decency to come forward and tell the truth.

If that is the case, who is the third party ? Is it one of the seminarians who are supposed to have witnessed the rape / assault ? Or is it + Pat who is the third party who has reported this incident to the PSNI ? In either case, it sounds to me as though the PSNI are not taking this very far – “no offences have been disclosed at this time”.

I have to say that from my reading of this, it does not seem as though this will go very far with the PSNI or the prosecuting authorities, Besides the fact that so few assaults / rapes ever make it past the rather high bar for in depth investigation and then prosecution, it just feels as though there are too many reluctant and elusive players in this matter – the seminarian who was assaulted / raped afraid of not being believed or compromised in other ways, the past and present seminarian witnesses who will have all sorts of other considerations, mostly selfish, and no doubt a whole range of other players and actors who have a vested interest in this matter going away.
However, there is something flashing a strong red light here, and I would have thought the Church bishops and superiors who have the responsibility of overseeing this priest and these seminarians, from both managerial, authority, and pastoral responsibility, need to get in there and make sure that this matter is clearly opened up and acted on. It is just inconceivable that priests and seminarians who have been caught up in some sexual assault / rape which is being talked about should be able to carry on regardless and the matter just brushed under the carpet. That would be an abrogation of all responsibility on their part. I suspect, though, that they will do all in their power by closing this down as quickly as possible, firstly by just ignoring it and hoping it will go away, and then by using the tried and tested moving of these characters to retreat centres, counselling centres, MIA status or anything else to get them out of the picture until things have settled down and they ease them back in under the radar. Plus ca change, plus c’est la meme chose.
That is why, even imperfectly, we need + Pat to keep this sort of thing above the radar.

You must be from the old Church as your blog is a bit out of date.
However I agree the PSMI is taking very little action and need forced into action.

Bishop cannot just sack clergy without reasonable excuse both canonically and morally so they need proof and third party reporting is excellent however the victim needs to come forward as well.

Believe it or not people fall in love with clergy and some stalk clergy the Church has got to ask the police at times to ask people to stop stalking the clergy usually sexually motivated.

Sadly the days for a Bishop having clergy MIA, on retreats or counselling services has gone the church cannot afford it and also there is a victim in the centre of this who is seeking justice not a cover up.

I have a feeling this is going nowhere due to the PSNI involvement that is over a year and alleged rapes should be addressed in a few months not years even although it can take the victim years to come forward PSNI and the Guards have weeks to clear this up to get the alleged perpetrator off the streets.

+ Pat, you should just name this rapist priest, and stand by your naming him. He will not come after you because he knows that what you say is true and that he will have to lie in court, and will end up in prison if not for rape then at least for perjury. Name him, shame him, out him, and ensure that he is moved on and out of the priesthood. It is shocking that somebody who behaves like that is allowed to carry on ministering and celebrating the sacraments. With allegations like this, even without them reaching a criminal standard, any other organisation / institution / profession would take action. If only because his very presence is bringing them in to disrepute. Protecting him, hiding him, condoning him does not help anybody. Not even him in the long run.

Yes, the victim needs to be remembered in all of this, but I think it’s also important to beware of the fact that there may be other unknown victims who will never come forward, and who may only come forward if the identity of this disgusting priest is revealed. There is a greater good that needs to be considered as well. I know Bishop Pat will do what is right.

Why do people always start on about safeguarding?
There is no safeguarding issue here as such. Safeguarding is about children and vulnerable adults. Seminarians are not likely to be objectively vulnerable adults and what is alleged is a crime and should be treated as such.
What should be happening is that the bishop when informed of the allegation should have suspended the priest pending the police investigation and should be starting an investigation under canon law afterwards.
The safeguarding people would rightly tell you to report it to the constabulary.

Abuse of power makes a seminarian vulnerable.
So that is where safeguarding comes into play..
The Bishop being informed is no use in canon law he needs statements and victims must be willing to stand by their allegation. (you cannot say oh I told you)
The minute the police is involved they must stand down from active parish ministry.
rape is the second serious crime in law after murder.

For the umpteenth time no. A seminarian is not legally vulnerable because of being a seminarian.
I do honestly know what you mean about the power thing but assuming the seminarian is adult and has nothing which would legally make him vulnerable this is not a safeguarding.
What it is is a crime and a disciplinary matter. The easy way to tell whether it is a safeguarding is to think what would happen in any other work place. In this case what I said above of suspension and disciplinary for the alleged perpetrator is what would happen.
Tell you what…. Do a safeguarding for this and see what happens.

So a seminarian would be class as vulnerable if the power of the priest or rector.
Sadly people not involved in safeguarding do not understand there is more to safeguarding that the learning disability or physical disability there is the POWER aspect.

In civil law , a seminary, diocese and bishop, surely has a duty of care to seminarians.

To the people above, the imbalance of power you talk about would not be legally recognized.
Sadly in this case unless the alleged witnesses testify against the alleged perpetrator it is unlikely this will reach a conviction for rape.
Just for information if you are ever raped what you should do is contact the police immediately and do not wash or clean yourself in any way.
The questioning is horrible and invasive, you will be swabbed where you have just been raped, but most legal systems require a high level of proof for a conviction.
If the alleged rape today actually happened but doesn’t get convicted Pat is still right to steer it to the police because of the record it leaves. Criminals can tend to offend more than once.
Sorry for the detail but nobody is told these things.

Sigh. Once again I will outline action to take but without any confidence you will. Since it is clear that the clergy won’t put themselves out, it is dependent on laypeople.
Stop giving money.
Simple as that. Put a note in the plate every time saying why and what you want to see happen. Send a copy to the bishop.
And stop listening to them whining they’ve got no money – these men spend hundreds of thousands on stuff for their Episcopal palaces that you will never know the like of in your own homes. Gosh the OP is a shocker – drugging and then raping – within the criminal justice system a few notches down from murder – so awful, so terrible and the accused a Catholic priest – a Parish Priest?
Rapists don’t where condoms – what are the chances he’s got a STD?

I am grateful that Bishop Pat is a courageous crusader and defender of victims of this awful and truly shocking form of abuse.
Makes you think how many seminarians have been raped by priests but are too ashamed (and traumatised) to speak about it or report it.

Have you read the the latest newspapers about Private schools in London and generally throughout England.? Yes, even local authority schools. A school in Highgate, London has been the catalyst for a new movement has been set up similar to the “Me too Movement” about sexual abuse of women. This school is NOT RC.
Even the police officers up and down the country are or have been prosecuted for all sorts of sexual crimes.

Garngad lad, yes of course you are right. however when abuses by a certain group are under focus a common means of derailing them is to refer to other groups.
This has the effect of taking the focus off the group in question and is unfortunately likely to normalize abuses.
This blog focuses on RC corruption abuse and criminality and there are other forums to talk about abuse in, say Methodist or Southern Baptist churches.

Evolution has fostered in many individuals a widespread human tendency towards cooperation and mutual sharing. Sadly many good priests are tarred with the dirty brush you refer to – it’s a fact of life I’m afraid – it comes with the territory – but consider this; yes, child abuse, sexual misdemeanours and so on occur at every level of society but the Catholic priesthood, like no other profession, has become a by word for child abuse, cover up and a predominantly gay profession, unlike any other – the fault of a few bad apples? Or, in fact, a system, deeply embedded in its culture of celibacy and repressed sexuality. Canon Shield’s case is still with Rome. He served his time and I can reveal that the Judge was very surprised with the Jury’s decision so he gave the most minimal sentence. Canon Shields allegedly held a dinner party 30 years ago and put his hand down a seminarians trousers during the meal and masturbated him at the dinner table. Hardly seems credible to me. The seminarian, now ordained is known to be a trouble maker and fabricator. No other offences before or after. Should he be forgiven and return to ministry?

I wasn’t faithful to my promise of celibacy. it was reported (by someone who is still in the priesthood and I imagine still sexually active), I immediately resigned and was returned to the lay state some 5 years later. I have had nothing to do with the Church since. The person who they diocese suspected I was being unfaithful with is now my spouse. We have been together for 25 years. I was wrong. I got out and didn’t ask for a single euro of financial support. I can’t understand why people cling on. Get out whilst you’re young and live a fulfilling life. Living in darkness and deceit will only bring unhappiness. I was livid at the time, full of rage and self-pity but it was a blessing in disguise. I was ambitious, desperate to be named a monsignor, and outwardly pious, and materialistic. I look back now with sadness at my character all those years ago – but relief that I got out!
