FATHER PETER FLANNERY – REDEMPTORIST.

Dear Fr. Baragry,

I address you as the Provincial of the Irish Redemptorists about certain matters that have recently come to my attention pertaining to the late Fr. Peter Flannery C.Ss.R., who died on November 13, 2020.​

As you are probably aware, I am “known” for blogging about contentious matters in the Irish church. On September 24 of this month, I blogged about that your confrere, Fr. Tony Flannery, C.Ss.R., celebrating the funeral liturgy of his late sister, Geraldine Flannery, in a private home.

Notwithstanding, the canonical prohibitions on the priestly ministry of her brother, Fr. Tony Flannery, C.Ss.R., I was, however, surprised that the funeral liturgy was not celebrated in the Redemptorist Church at Esker.

It is clear that the Flannery family in their early years were faith-filled. The fact that the three (3) Flannery brothers entered the Redemptorist Congregation is evidence of same. Two (2) of the brothers remained and were ordained to the priesthood (Tony and Peter) but Frank Flannery left became an important and influential figure as a political consultant and the Director of Organisations and Strategy for Fine Gael. And, I understand that the late Geraldine Flannery was a nun of the Mercy Congregation, who was teaching for a number of years.

The travails of Fr. Tony Flannery C.Ss.R., with the Holy See are well-known, and they are not addressed within the present. However, I do wish to address a number of issues that are brought to my attention following the publication of my blog on September 24.​

To my considerable surprise and shock — several people contacted me and brought to my attention a number of very serious allegations about the behaviour of the late Fr. Peter Flannery C.Ss.R., and as a consequence of same the purpose of this e-mail is to ask a number of important questions of the Irish Province of the Redemptorists.

Fr. Peter Flannery C.Ss.R.

It is alleged that the late Fr. Peter Flannery C.Ss.R., had a deeply unhealthy interest in young girls, and that his behaviour towards/with young girls was morally repugnant and potentially criminal? Are these allegations true?

Is it true that this alleged behaviour of the late Fr. Peter Flannery C.Ss.R., was widely known within the Irish Province of the Redemptorists and had been ignored/covered-up for a conspicuous period of time?​

Is it true that following a number of incidences that led to complaints that the Irish Province of the Redemptorists had no choice but to commence an investigation?

Is it true that the allegations against the late Fr. Peter Flannery C.Ss.R., were deemed to be sufficiently serious/credible that they were delated simultaneously to the Congregation for the Doctrine of the Faith and the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life at the Holy See?

Is it true that the competent Dicastery, i.e., the Congregation for the Doctrine of the Faith upon completion of their investigation upheld the allegations made against the late Fr. Peter Flannery C.Ss.R.?

Is it true that upon completion of the penal process the late Fr. Peter Flannery C.Ss.R., was permanently stripped of his priestly faculties by Decree?

Do you know of any time during the process did the late Fr. Peter Flannery C.Ss.R., petition for voluntary laicisation?

Can you shed any light behind the reasons why the Fr. Peter Flannery C.Ss.R, was not forcibly laicised?​

Was this due to his co-operation with the process or was perhaps due to the fact he was at that time an older man; beset by a number of serious health conditions?​

Did the Holy See exercise the prerogative of mercy with respect to the late Fr. Peter Flannery C.Ss.R?

It is my understanding that in the last years of his life, Fr. Peter Flannery C.Ss.R., did not enjoy good health; hence, the prohibition on his priestly ministry was meaningless as he was not in a position to publicly minister/function as a priest due to his ill-health.

Were the allegations made against the late Fr. Peter Flannery C.Ss.R., referred to An Garda Síochána? If not; why not?

If the allegations have not been referred to An Garda Síochána — do you consider that they should be now referred to the force?

Did the Irish-based Redemptorist Congregation pay financial settlements to victims of the late Fr. Peter Flannery C.Ss.R.?

If so; were these financial settlements approved by the Superior General of the Order? And, as an aside: were the financial settlements paid from the reserves of the Congregation of the Most Holy Redeemer (Redemptorist Congregation) or by its insurers and/or a combination of both?

With the passing of time — if the actions of the Redemptorist Congregation were subjected to an independent review would you be confident that the actions of the Irish-based Redemptorists were compliant with Code of Canon Law and civil law of the Republic of Ireland?

Would the Irish Redemptorists welcome an independent review of its handling of the complaints made against Fr. Peter Flannery C.Ss.R.?

Were the allegations made against Fr. Peter Flannery C.Ss.R., referred to An Garda Síochána? If so, to which police stations?

Do you know if an independent investigation(s) into the allegations made against the late Fr. Peter Flannery C.Ss.R., were conducted by An Garda Síochána? Do you know if An Garda Síochána then sent the results of their completed investigation(s) the Director of Public Prosecutions?

Are you able to shed any light that underpinned the reasoning of the director of public prosecutions not to bring criminal proceedings against the late Fr. Peter Flannery C.Ss.R.?

Why did the Irish-based Redemptorists NOT make a public announcement about the allegations and invite alleged victims of the Fr. Peter Flannery C.Ss.R., to come forward?

Since his death has any other complainant(s) come forward and to make a complaint(s) against the late Fr. Peter Flannery C.Ss.R.?

Following the publication of the Cloyne Report, the then Taoiseach Enda Kenny, launched a blistering attack on the Holy See condemning what he considered its obscurantist attitude. It was noteworthy that Fr. Tony Flannery C.Ss.R., was very supportive of the statement made by then Taoiseach. He is reported as saying:

“I was happy with the Taoiseach’s statement . . . Many of us priests are frustrated with the way the Vatican conducts its business”.

Are you in a position to proffer any insight why his brother, Fr. Tony Flannery C.Ss.R., has maintained a steadfast silence about his deceased brother?​

Was he unhappy with the way the Holy See treated his brother?

Is Fr. Tony Flannery C.Ss.R., unhappy with the fact that the Holy See exercised the prerogative of mercy in favour of his brother?

Do you consider that Fr. Tony Flannery C.Ss.R., should publicly condemn his brother if the allegations about the late Fr. Peter Flannery C.Ss.R., are true? He has been very quick to castigate other officials in the church. Hence, I would submit that his silence on this matter is peculiar, troubling, and very surprising in light of the fact that he is willing to proffer an opinion on everything that is church-related.

Do you know if these allegations about Fr. Peter Flannery C.Ss.R., were known to his brother, Frank Flannery, was previously remarked with a significant political figure in Irish public life?

I would be grateful for a prompt acknowledgement along with answers to these questions within five (5) working days.

My information in this matter came from a number of sources including a senior canon lawyer who has knowledge of this case.

These are important matters in the context of the need for totally transparenency in ALL cases of abuse – given the RCC’s tragic history of cover up and lack of transparency.

This is also an important case given that relatives of the deceased priest aee very prominent in Irish public life.

The Redemptorists, unsurprisingly, have not acknowledged or replied to my email.

I was interested to learn that Fr Ryan Holovlasky, the first Redemptorist priest in 10 years to be ordained for their Irish province, is ex-cabin crew (Emirates).

Hopeful, of course like all religious things there will never be such clear evidence.
Usually a call to priesthood is found among the person’s gifts. These may include covering things up, holding exhibitions of their underwear and giving good head.

Is the canon lawyer breaking confidences by giving information to Pat and can all information be accurately corroborated. The Reddmptorists do not owe Pat any a accountability. Pat is a private citizen belonging to a private entity. If he – Pat – has evidence, he must go to Gardai.

Here you have a conclusive case of a predatory paedophile very recently getting himself ordained as a RC priest, simply in order to abuse children, create child pornography and set up a child abuse ring. Wow, + Pat, that is a long list of difficult questions. However, they should be asked. And, they need to be answered, fully and honestly. I don’t agree that all this stuff is private to the Flannery’s and the Redemptorists. This priest acted in a public ministry, and therefore his behaviour should be a matter of public record. We should know what action the Redemptorists took, whether they referred to matter to other authorities such as the police, whether the matter was considered by the Vatican and what action was taken. This is a matter of discovering the truth and seeing justice done, both in the interests of those who are alleged victims and in the interest of the alleged perpetrator, who if innocent is rightfully owed a declaration of innocence against any accusations. So, transparency, truth and justice are paramount and essential, and should be seen to have been achieved. You cannot achieve these good things in secret and in the dark. We know where that got us in the past. So, uncomfortable as it may be the the Flannery’s and the Redemptorists, they have a moral duty to answer your questions and we have a right to know what has happened, and what decisions were made. This is not a private matter. It affects us all.

Bishop Buckley, I am always hesitant about anyone highlighting accusations about individuals who are dead (particularly priests) because they are unable to defend themselves. Why cover up is continuing in 2021 is a very interesting question Pat. I would suggest that it is because while the church has been pretending to be bothered about human dignity and the damage done to its victims, it isn’t really. Therefore there is literally no option but to continue the cover up, which is exactly as the church wants it. + Pat, your email to the Redemptorists was hard-hitting. Why the cover-up? If the Irish Redemptorists will not answer then put your questions to the current Superior General, Fr. Michael Brehl. He might display some moral courage and reply. You should also get in contact with the director general of RTÉ along with the editors of the major Irish newspapers about Peter and Tony Flannery. None of these news outlets should give the Association of Catholic Priests any airtime until Tony Flannery (who is intimately connected with the ACP) publicly condemns the actions of his brother.

Pat, I would like to in a way disagree with what you have to say in one part of your blog today. While I do not know the Flannery family I have met Fr. Tony when he was part of a mission team that conducted a week long mission/retreat in my parish about 20 years ago. Meeting and knowing are entirely different I am sure you will agree.

While not referring to the Flannery family here, you say that Peter came from a faith-filled family, I would argue that not all families who had large numbers study to be a priest or religious, in some cases living a life as priest or religious and in others leaving their studies or their ministry after their ordination or profession, not all were faith-filled. In fact many were far from this.

I would say that the reason why so many members of the same family went on to enter the church in the past was down to snobbery by their parents and other family members (Grandparents/Aunts/Uncles). It was down to the fact that they had money, they might have had a large farm and did not want to break it up, and wanted their sons/daughters to hold positions they would be proud of, and so sent them off to become a priest, a Christian brother or nun to train and become a teacher or a nun to become a nurse. In many of these cases those that went to be involved in the church, be it for a period of their life or for all their life did not have a real vocation. It was all down to the fact that a family had money and it spoke and the church were only too willing to take it from them.

I am aware of one woman that became a nun with the Mercy Community, who joined before she had finished her school, who while training to be a nun also trained to be a secondary school teacher and who left the order a few years after she qualified as a teacher. It also came shortly after the death of her father, who may be responsible for pushing her into a life as a religious maybe because he had siblings and aunts and uncles who were involved in the church, and wanted to keep the family providing members of the church.

You also get vocations where there is poverty and priesthood is a way out. Consider all the seminarians in the Philippines. The biggest seminary in the world (a status long held by Maynooth) is Bigard Memorial Seminary in Nigeria. It has an enrollment of over 1,000.

With the best will in the world I do see this is frustrating but it’s not a safeguarding. If someone is dead their risk to others is nil.
I honestly think there is a cultural thing in the Irish church which sends way too much stuff to safeguarding as a way of appearing to deal with it. All that would happen is it would go back to the provincial.

The safeguarding issue is whether the CSSR approach to allegations is correct, given that their treatment of Fr Flannery suggests otherwise. There is a question mark over how the Reds would behave if allegations about a living member arose. Would they act in the same way as they did for Fr Peter Flannery. Surely the safeguarding person would consider that? Plus there is the question of support for victims of Peter Flannery.

With all the interlopers the archbishops are sending to sabotage small rural dioceses, which legit diocesan suffragans and the more sane clergy aren’t allowed to do anything about, “safeguarding” are the first port of call for all church problems. Have the Australian national talking shop heard about the melodramatic way of thinking of a beach preacher? Why does one’s conscience have to get burdened with the pressuring of an individual into undertaking a strange task (who was told to move abroad first)? The VCSC has no belief, no prayer, no rule book and too much intensity, and seeks ever higher status. They taunt us frequently on these very pages, though we walked out of it, it will never walk out of us, so say they. The proper answer to the rot of 1978 wasn’t all this showiness and flashiness.

Saw in another website, it says priest friend who works in the Vatican. He told me(fb user) that Francis has cancer. Does not have long to live. He’s planning to retire in 2022 if he lives that long.

He said that it’s a common knowledge in Rome.

BUT PF looks well meeting dem Pelosi today in the Vatican re photo. I don’t know what to make of it re news coming from fb and website as well.

If it’s true then it’s an indicator that PF is speeding up his decisions fast enough to stamp his own style on things inside the Vatican.

He had to be helped down the steps in the Paul VI Hall during the general audience, though that might just reflect his age and the sciatica to which he is prone. It is reported that he spent his 15 mins with Pelosi catechising her on the evil of abortion and on the responsibilities of legislators.

There is a very common theme with emails to a Provincial, Superior, Abbot General etc. The default position of leaders in the RCC is to ignore and the problem will disappear. The RCC have not adapted to contemporary communications. I suspect they are stuck in the 1960s where communication was not as advanced the the sheep did what they were told. Amazing that in the year 2021 the RCC continue to spectacularly fail in managing messages. The RCC is comprised of old white men out of touch, motivated by arrogance and corruption. They are a moral vacuum, clinging to property and an outdated model of relationships. Consistently the RCC continues to cover up for perverts and sex offenders, for fraudsters and liers.

When I was in seminary in Italy (with a religious congregation, not any of the national colleges) about 20% of the men in formation had sexual encounters with one another, and none of those self-identied as gay and indeed I know of several who later married and have lots of children. It was situational, I think.

I was a student with the Reds in the early noughties. I’m surprised by this news… I didn’t know Peter Flannery but the Reds were ahead of the time when it came to child safeguarding. I’be no involvement with them anymore, but I’m a youth worker because of them – I trained in youth work and supervision was some of the most stringent I’ve ever experienced in 20 years in my career. After leaving the Reds I borrowed their child protection policies and procedures for secular organisations that hadn’t got as far writing their own!
I heard nothing of PF, and unlike others here, I definitely didn’t experience a ‘gay culture’ in the formation community. The culture was one of collaborative ministry with lay men and women, and young people, involved at each stage of the discernment and formation process. While I’m no longer connected to them I remember that period of my life very positively and that model of collaboration has shaped my approach to youth work since.
If there is substance to the allegations it should be made public. I’ll never defend a child abuser just because of fond memories of an institution! But some of the illogical conclusions drawn in the comments are unjustified. Criticise Tony if you want. Criticise the Reds for being too liberal for you – I don’t think there’s anything to apologise for here. But for God’s sake, keep the arguments in their own tracks – one is not related to the other!
