ARCHDIOCESE OF BIRMINGHAM SAW PAEDOPHILE PRIESTS AS “STRUGGLING”!

QUIGLEY

Joseph Quigley, a former Catholic priest in the Archdiocese of Birmingham, was jailed last year.

A report by Barnado’s found the church was aware of concerns but did not listen to victims, challenge his behaviour or deal with complaints.

The authors made 18 recommendations which the Archdiocese accepted in full. It apologised for its failures.

The report said concerns had been raised about Quigley, from Staffordshire, as early as 1990.

There was evidence the church was aware of an “immoral relationship” while he was working in Warwickshire but it was not considered a safeguarding issue because the boy was 16.

“The view of [Quigley’s] behaviour, being that of a Catholic priest who had a ‘relationship’ with another adult male, rather than an abuser of an adolescent boy, persisted without any challenge,” the report said.

He was sent to the US for therapy in 2008 and the report authors said they were struck by how Quigley was treated “almost as if he were a patient with mental health needs or was a recovering alcoholic”.

The Archdiocese “focused to a considerable extent on his needs as a struggling priest who needed help and support to understand his behaviour, rather than as an abusive perpetrator who used his revered position to groom and sexually abuse.

It went on: “There was very little to suggest his abusive behaviours, the impact of his actions on others, the need for reparation, or any discussions about risks he presented or preventative measures to reduce those risks, were in any way explored or addressed.”

“No action” was taken to share concerns or seek advice from safeguarding agencies, the report said, adding: “As far as we could ascertain there was no risk assessment or further consideration of what these continued risks might mean for those with whom [Quigley] came into contact.”

His status as a revered priest allowed the abuse to continue for years. The report said that without the intervention of one of his victim’s therapists in 2018, it was possible his behaviour would never have been brought to light.

Quigley was convicted of multiple counts of engaging in sexual activity with a child, sexual assault, child cruelty, and false imprisonment.

In 2019, the Independent Inquiry into Child Sexual Abuse found that if Birmingham’s Archdiocese focussed less on its reputation, children could have been spared from abuse.

It followed more than 130 allegations of abuse against 78 individuals associated with the church.

Barnardo’s found there had been “evidence of some welcome changes” since that report but made 18 recommendations for further improvements.

Responding to the findings, the Archdiocese said it had “learnt much from this case and the report and we are committed to improving our standards and processes”.

“I am deeply sorry for what happened to those who have been harmed by Joseph Quigley,” Archbishop Bernard Longley said.

“I welcome the report and the reflection that will come from this. There is work that still needs to be carried forward and that’s something which lies upon my shoulders.

“I can only apologise to them on behalf of the Archdiocese of Birmingham, and I do so unreservedly.”

PAT SAYS

The RC hierarchy glibally deliberately failed to see paedophilia as a CRIME and to suit their own purposes they saw it as a MORAL STRUGGLE for the priest for which he needed love, support and reassurance.

The reactions of bishops, priests and nuns was: “Poor Father has a problem. Pray for him”.

The RCC has always seen its canon law and teachings as superior to civil or criminal law

For them paedophilia was ONLY A SIN THAT COULD BE FORGIVEN and not A CRIME REQUIRING police investigation, court processes ending in prison sentences.

That us why the RCC should gave ABSOLUTELY NO INFLUENCE over states, policing and the legal process.

Judges, policemen and lawyers should be professionals first and Catholics second.

It can take up to a DECADE for Laicisation with the current system as it starts in the Dioceses then Rome and a final at the Sumpreme tribunal if the Priest keeps appealing so the average time is four to five years.

Where did Quigley train? Was it Louvain? I remember him coming to Oscott in the early 1990s to give lectures. He had black hair with a silver streak at the front. He seemed odd then but feted by Archbishop Maurice. It seems Quigley went off the rails almost immediately after ordination – I am not surprised he was going on about masturbation to kids. As I said, he was odd and somewhat creepy.

Another “preferential option for the priest” over his victims.
A commenter to this blog coined that phrase. He is to be commended.
As long as the Catholic Church maintains its hierarchy of clergy over laity, this option will continue to be exercised. The only thing standing in its way is public exposure and shame.

No wonder Longley has been very quiet recently. He’s known that this damning report was coming. I hear Vin has been taking a close interest in what is happening in Brum asking all sorts of questions of his local contacts, priests and lay. No love lost there between Vin and Bernard. I reckon Vin will be quietly satisfied that Bernard is taking the flak at the moment. But wasn’t Vin the man in charge when Quigley was riding high and much revered and given special jobs ? Sounds like Vin is pleased with some displacement

It is time to move on, to put the past behind us. Mistakes were made, but we all make them. The Church has said sorry for these things, and there’s an end to it. We need to pray for each other and to forgive each other. Look to the bright future, not the dark past.
It’s become boring now, all this muck raking. We need to change the record, to sing a different tune. A few bad apples do not spoil the barrel. The Church is fundamentally good. We need to see the silver linings, to look on the bright side. The victims have been heard. They too need to bury the past.

I’m not so sure that Vin is really that sorry. I think he’s rather more furious that others are asking question of him and his priests and the Church about what has been going on. He does not like to be questioned. Vin is a company man who thinks the Church is above being questioned by pesky lay people. Whenever you hear him speak about this issue, Vin always tries to downplay it. Most abuse happens in families, he says. He minimises, he deflects, he tries to make it blow over. He is as pissed as anything that it has cost the Church so much money. He’s not sorry at all. He’s only sorry that they / he got found out. The man has no shame, no conscience. He is out for himself, and his particular tree to climb is the Church, which he has done very well. And he’s desperately clinging on hoping that Rome won’t find anybody soon to replace him. And one of the main reasons he’s desperate to hang on is that once he’s gone then all those secrets he’s been keeping will come out, because he won’t have the influence to stop it anymore. What an unhappy man he must be. I pity him. What’s he got to look forward to ? A caravan with the nun. Who, by the way, is still very, very much in evidence and presence !

Is Quigley still in prison? Is he receiving any assistance from the Church, financial or otherwise.
We have a moral right to know. As a donor to the Church, I do not want my contributions going to trash like paedo priests. I’m seriously thinking about withholding my donations indefinitely. I want greater transparency and accountability. In fact, I insist upon it.

There’s a whole list of priest in Birmingham who are receiving financial assistance in their various situations. Some will be sick, ill, deranged, or just incapable. Seems fair enough that they should be supported. Some are under suspicion, convicted, criminal, in prison, ex-prisoners etc. I guess each case should be taken on its own merits. However, I think transparency should be the best policy and the archdiocese should have a way of letting it be known who. is being supported, and why. I think most people have a compassionate soul and would understand particular cases and why they might be supported. But, if you are not transparent then people feel that they are being fooled. So, open up the books, let us know, and you might be surprised how generous and compassionate we can be !

Here’s the thing. An adult in a ‘relationship’ with a 16 year old is a creepy fucker and you don’t need any theological or ethical training to understand that.
Once again the church is teaching two different things at once.

Like

It’s actually one of the recommendations of the report that clergy, employees and volunteers of Birmingham archdiocese be told that adults in positions of responsibility should not be starting and having “relationships” with 16-year-olds. You’d think they would know that without having to be told.

The report (accessible via the link in today’s blog item) also says that Quigley was treated far better than the victims. One victim was told by a VG that they would get one more counselling session and “that’s it”.

Quigley was also allowed to call himself Fr and was involved with students, even though he was forbidden to do these things. The archdiocese knew but took no action. They also didn’t alert those who needed to know that he was under investigation. His so-calked treatment in the US was explained as treatment for stress/overwork, or that old favourite, “further studies”.

All of this is inexcusable so long after Nolan and Church declarations of zero tolerance.

The priest did tell William that he loved me in a private conversation which was revealed to me in a roundabout way so anyone who says we were “just friends” is incorrect. One thing the bloggers here can can be assured of is that I do not lie. I have started using my real name on the blog because most people already know who I am and I have nothing to hide. Ger didn’t count on me using my real name. He probably thinks I have too much to lose. In the American Psychiatric Association’s Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM-5), [4] BPD is diagnosed on the basis of (1) a pervasive pattern of instability of interpersonal relationships, self-image, and affects, and (2) marked impulsivity beginning by early adulthood and present in a variety of contexts, as indicated by at least five of the following:
Frantic efforts to avoid real or imagined abandonment; this does not include suicidal or self-mutilating behavior covered in criterion 5
A pattern of unstable and intense interpersonal relationships characterized by alternating between extremes of idealization and devaluation
Markedly and persistently unstable self-image or sense of self
Impulsivity in at least two areas that are potentially self-damaging (eg, spending, sex, substance abuse, reckless driving, binge eating) [5] ; this does not include suicidal or self-mutilating behavior covered in criterion 5
Recurrent suicidal behavior, gestures, or threats, or self-mutilating behavior
Affective instability due to a marked reactivity of mood (eg, intense episodic dysphoria, irritability, or anxiety usually lasting a few hours and only rarely more than a few days)
Chronic feelings of emptiness
Inappropriate, intense anger or difficulty controlling anger (eg, frequent displays of temper, constant anger, or recurrent physical fights)
Transient, stress-related paranoid ideation or severe dissociative symptoms
*****”********
It would be true though to say that these people experience things in a different way to others so can appear to lie or even have difficulty discerning what’s real. It’s not part of the diagnostic criteria but they do experience things which aren’t real without having a full blown psychosis. That’s why it’s called borderline, it’s on the border between neurosis (exaggerated normal experience) and psychotic (abnormal experience).
It is never helpful to throw psychiatric diagnoses at people on the internet.

Such confusion in Birmingham – the laity consult the clergy on matters of faith and morals and yet no cleric thought a cleric having a sexual, sadness-masochistic relationship with a 16 year old boy was remotely troubling only that poor Joe was struggling.
Of course, now, the apologies and mea culpable cascade out but that’s only because they got caught.
The biggest existential threat they now face is lay people no longer funding this confusion and morally dubious and downright criminal behaviour.
I guarantee you they have a dozen Quigleys in the shadows – they claim reform but we all know that there is something rotten in the heart of Birmingham.
Elsie and Nursie and their VGs and auxiliaries are a disgrace.

Good question, Bill. Even in dioceses that haven’t had a sem in years, there is still an annual collection for the training of priests. Is the money in fact used for therapy for abuser priests?

Like

The monies collected, or indeed bequeathed, for the Education of Priests fund can only be used for that purpose. It’s basically ring-fenced for that very use. Every diocese has a big pot of money for the educational needs of its clergy. Some of it is used for the further education of ordained priests but most of it is untouched due to there being no seminarians.

Like

They should stop having collections for the training of seminarians if there are no seminarians.

Birmingham is in the shite – Nursie reminds me of Fr Jack on Fr Ted, “I’m so, so sorry’ – give it a rest no one is buying the faux ‘I feel your pain’ bollox, Nursie has a team of ruthless lawyers and insurers not to mention his handsomely paid CEO to defend their cash which is now what it’s all about.
Shambolic and a Disgrace – will heads roll not bloody likely promotions and rewards await those who cover up and protect their fellow clerics.
Oh and get this – Quigley got his kicks from sadism and cruelty (a hurling stick apparently) and the victim was a son of a diocesan employee. Wow!!
The writs will fly now – I reckon multi million pay out – and there’s more to come.
They might even have to sell St Chads to pay for it.

Hey, who would miss St Chad’s ? The place is closed most of the time, so the Dean can go and spend more quality time with his mother, and essentially do Sweet FA. No one would miss the place. There’s a real problem there. Costs lots of money. But essentially fulfils little or no function. Let it go and let it die, I say. Something better will emerge, if the Good Lord wants it.

I hear Vincent has been asking these questions of his contacts up in Brum too. He’s taking an interest. Maybe he’s on manoeuvres to get Longley out and someone else to his liking in. Where would Longley go ? Well, some little sinecure job in Rome, nothing too taxing. He’s too young to be retired. But, I reckon Vincent thinks Brum needs new firm management, if only to close down discussion which is embarrassing to him. Vincent is a sublime operator. Archbishop Wilson wants two Assistant Bishops asap but has been told there is other priorities so he is moving Bishop Paul to cover kent and he will cover the central area himself.
Vinnie and Bernie are marked men so Vinnie is easy to retire but bernie is different 8 years to go however you can say he will not be going to Westminister.
It will depend on what Archbishop Gugerotti informs Rome.
Really Vinnie and Bernie should offer their resignations to Rome but they wont.
Bernie will be saying he has it all under control but the damage is done.

Clergy, especially in Birmingham, where so many High Priestesses reign, especially the High Priestess herself, Dame Ian Ker, would get especially vexed over Peter Tatchell, true to form indignant clerics don’t take the trouble to read the detail.
Tatchell is arguing for a lowering of the age of consent for perfectly sesnible reasons – many under 16’s have sex and are technically breaking the law.
The lowering of consent isn’t for pervs like Quigley but for a real societal reality – be brave and address it like Thatchell or buy into the prevailing hypocrisy!!

Like

People, such as 4.06pm, who support lowering the age of consent, should declare an interest. A change in the age of consent to 14 would allow perverts free reign (unless they were in a position of trust).

The question remains – who is asking for the age of consent to be lowered, and why are they asking? Quigley got away with it for years because his victim (called CD) in the report, was 16 when it started. The archdiocese and its social worker safeguarding officer thought that it was a moral matter rather than a legal one.

Like

If you’re asking for the age of consent to be lowered and you are not yourself under the age of consent, you’re a creepy deviant and it’s no wonder a priests have the reputation they have. The reality is kids having sex under age aren’t prosecuted except in circumstances where there is violence for example.
Surely ‘catholics’ would be the first to understand practice being different from the rules. Supposedly celibate clergy, for example. The difference is the church has dogma to teach but in England the law is actually made by precedent and written by the courts as they go along. If you don’t understand this, hold your breath until every priest is celibate.

I can confirm that when I was a part of the RCC priesthood I remained mainly celibate.
I had a small number ‘ 2 or 3 “falls” lasting seconds or minutes which I regarded as mortal sins and confessed before celebrating Mass.
I left the RCC institution in 1986.

I was, to this date, never in a sauna, never part of a threesome or gay orgy, never used poppers or drugs, never sexually assaulted anyone, never physically injured someone, .

I am horrified by a priest having sex on an Altar or in a sacred place.

Pat, you and many of us grew up in a relatively safe way, protected forever by our parents. In our village all the mothers were vigilant carers while the fathers were away working. These mothers had an inate sense of protection towards all village children. We were warned to never be in a certain person’s company from the neighbouring village. He was a persona non grata. Later in life we discovered what their advice meant. What wise, moral, kind good parents! No degrees in canon law. They heard the word of God and the gospel of Christ. They, as adults, as parents, knew how to identify endangerment and protect their children. How on earth did our Church leaders with all their learning not have this awareness about right and wrong, about potential sexual abuse by its clergy? There is sadly, a church culture which will still protect its own interests first and foremost. Thankfully these days are coming to an end with more exposure of the moral and canonical machinations used to hide and cover up abuse. I recall too in the 70’s and 80 ‘s that top psychotherapists were hired by Dublin Diocese for assessing some accused of abusive behaviour. Often, after a time away on sabattical, attending therapy courses, Bishops were informed that “certain” abusers were fit for ministry under new procedures…Bishops responded by placing some potential abusers into so called “safer territiry” where their work would be supervised and curtailed. At the end of the day, despite professional psychological assessments and advice, had our bishops the maternal and paternal instincts of our parents, much abuse, damage, hurt and pain may have been avoided. Paedophiles are very devious, cunning and manipulative. But, whoever they are and whatever abuse caused by them always warrants justice.

Who were the top psychotherapists hired by the Dublin Archdiocese for assessing some accused of abusive behaviour? The Murphy Report names psychiatrist, Denis Lane O Kelly as treating Bill Carney in September 1985 for alcohol problems. This is despite the fact there was no evidence the hospital he worked in as medical director had any expertise in child sexual abuse. O’Kelly was briefed by the archdiocese about Carney’s history in November of that year. The report said that O’Kelly was of the view Carney had the “possibility of a return to ministry in the new year” in a “controlled situation and subject to careful monitoring”. During the following year O’Kelly informed the archdiocese he was “satisfied” with the progress of Carney, who had been placed in a ministry in south Dublin. Apparently, Carney — named as one of the worst serial offenders in the Murphy report — pleaded guilty to two counts of indecently assaulting altar boys in 1983. Carney was defrocked by the Catholic Church in 1992 after being found guilty under canon law of child sex abuse. Denis Lane O’Kelly was the subject of a series of complaints by women he treated at Belmont Park Hospital in Co Waterford, which was operated by the Brothers of Charity Services until it closed in 1992. O’Kelly was formally charged by gardaí in Co Waterford over allegations he sexually abused numerous female patients under his care. He was not a top psychotherapist. He was a psychiatrist most likely a psychopath. He was also a member of the Knights of St. Columbanus. How many other priests accused of child sexual abuse did Denis Lane O Kelly assess nationwide?

Social Services has moved on big time although I still do not trust them as they get it so wrong at times.
The Church has moved on as well in England, Wales and Scotland and the first call is made straight to the Police and the Priest is suspended and very few times the accusations have been wrong but the Bishops will not take the chance so there is NO Americia’s or Monasteries in 2022.
Birmingham is shocking and they should resign but they will not as they think it is addressed but someone completly with nothing to do with Birmingham needs sent in.
Children have many aveunes to contact and rightly so and safeguarding should cover them and straight to the Police.
Ireland is so behind with safeguard and protection and the shit has still to hit the fan there but there are many weak Bishops so it will be interesting what they do.

I read the report on the handling of Quigley’s behaviour. Had it been 50 years ago, I would not have been surprised but this was within the last 20 years when everyone with responsibility for young and vulnerable people has been fully aware of what needs to be done in the event of safeguarding concerns. This is an example of utterly negligence on the part of all involved in decision making and shows the importance of having clear whistleblowing procedures. No one had the guts to do that with regard to Quigley till, I think, 2018. And then the brown stuff hit the fan.

As a blog reader from England, what I read reminded me very much of the IICSA report into the handling of abuse in the Anglican Chichester diocese. A major flaw in both churches appears to be a blurring of responsibilities meaning that at different times the same person is tasked with making decisions about the welfare of the abuser, the response to the victim, the appropriate safeguarding response and contact with safeguarding partners and the Police, and the reputation of the Church. In this case, the diocesan safeguarding officer also had a profound Catholic faith and saw her position as a vocation not a job. Competing concerns meant the institution and its priest were prioritised and no one appears to have been there to advocate for the victims and their rights. Clearly they should have offered the criminal acts committed against them up to God for the good of His holy church as a contributor seemed to suggest earlier. Move along there’s nothing to see here.

This sort of situation where too much power and too many competing responsibilities are vested in one person cannot be allowed to continue. It’s too dangerous. Whilst a pastoral response to an errant or abusive priest rightly belongs to the Church and the Ordinary of each diocese, the safeguarding response should be entirely separate, run by trained professionals with sufficient distance and independence to act in the best interests only of the victim. There should also be mandatory reporting of any disclosures – no ifs, no buts, no maybes. I hope the IICSA in its final reports gives clear recommendations on what should happen and these recommendations should be implemented with the force of criminal and civil law.

Over the last 20 years, guidance on safeguarding has got longer and clearer every year. There is no excuse for the response to Quigley. It is at best deliberate negligence and worse a deliberate attempt to cover up, minimise and protect. All those involved need to be removed from their responsibilities. For all their honeyed words and regret, they are not fit to hold such key positions.

2. I know in the very depths of my soul and inner being that I was grievously WRONGED and DAMAGED by the priest’s behaviour and actions towards me. I do not want it to happen to anyone else.
3. There has been no effort on the part of Fr. Ger Fitzgerald to resolve the situation. He continues to spin lies and refuses to accept responsibility. Until such time as the issues between us are resolved, I reserve the right to discuss him on the blog. Ger has been offered an invitation to meet with myself and Pat but he chooses to ignore this opportunity to bring closure and healing on both sides. He is apparently still bound by the rules and procedures of the RCC institution. IMHO he will never humble himself and admit his wrongdoing because then it would have an impact on his financial settlement with the church— Mammon has a very powerful allure.
