ARCHDIOCESE OF BIRMINGHAM SAW PAEDOPHILE PRIESTS AS “STRUGGLING”!

QUIGLEY

Joseph Quigley, a former Catholic priest in the Archdiocese of Birmingham, was jailed last year.

A report by Barnado’s found the church was aware of concerns but did not listen to victims, challenge his behaviour or deal with complaints.

The authors made 18 recommendations which the Archdiocese accepted in full. It apologised for its failures.

The report said concerns had been raised about Quigley, from Staffordshire, as early as 1990.

There was evidence the church was aware of an “immoral relationship” while he was working in Warwickshire but it was not considered a safeguarding issue because the boy was 16.

“The view of [Quigley’s] behaviour, being that of a Catholic priest who had a ‘relationship’ with another adult male, rather than an abuser of an adolescent boy, persisted without any challenge,” the report said.

He was sent to the US for therapy in 2008 and the report authors said they were struck by how Quigley was treated “almost as if he were a patient with mental health needs or was a recovering alcoholic”.

The Archdiocese “focused to a considerable extent on his needs as a struggling priest who needed help and support to understand his behaviour, rather than as an abusive perpetrator who used his revered position to groom and sexually abuse.

It went on: “There was very little to suggest his abusive behaviours, the impact of his actions on others, the need for reparation, or any discussions about risks he presented or preventative measures to reduce those risks, were in any way explored or addressed.”

“No action” was taken to share concerns or seek advice from safeguarding agencies, the report said, adding: “As far as we could ascertain there was no risk assessment or further consideration of what these continued risks might mean for those with whom [Quigley] came into contact.”

His status as a revered priest allowed the abuse to continue for years. The report said that without the intervention of one of his victim’s therapists in 2018, it was possible his behaviour would never have been brought to light.

Quigley was convicted of multiple counts of engaging in sexual activity with a child, sexual assault, child cruelty, and false imprisonment.

In 2019, the Independent Inquiry into Child Sexual Abuse found that if Birmingham’s Archdiocese focussed less on its reputation, children could have been spared from abuse.

It followed more than 130 allegations of abuse against 78 individuals associated with the church.

Barnardo’s found there had been “evidence of some welcome changes” since that report but made 18 recommendations for further improvements.

Responding to the findings, the Archdiocese said it had “learnt much from this case and the report and we are committed to improving our standards and processes”.

“I am deeply sorry for what happened to those who have been harmed by Joseph Quigley,” Archbishop Bernard Longley said.

“I welcome the report and the reflection that will come from this. There is work that still needs to be carried forward and that’s something which lies upon my shoulders.

“I can only apologise to them on behalf of the Archdiocese of Birmingham, and I do so unreservedly.”

The RCC has always seen its canon law and teachings as superior to civil or criminal law

Where did Quigley train? Was it Louvain? I remember him coming to Oscott in the early 1990s to give lectures. He had black hair with a silver streak at the front. He seemed odd then but feted by Archbishop Maurice. It seems Quigley went off the rails almost immediately after ordination – I am not surprised he was going on about masturbation to kids. No wonder Longley has been very quiet recently. He’s known that this damning report was coming. I hear Vin has been taking a close interest in what is happening in Brum asking all sorts of questions of his local contacts, priests and lay. No love lost there between Vin and Bernard. It is time to move on, to put the past behind us. Mistakes were made, but we all make them. The Church has said sorry for these things, and there’s an end to it. We need to pray for each other and to forgive each other. Look to the bright future, not the dark past.
It’s become boring now, all this muck raking. We need to change the record, to sing a different tune. A few bad apples do not spoil the barrel. The Church is fundamentally good. We need to see the silver linings, to look on the bright side. The victims have been heard. They too need to bury the past.

I’m not so sure that Vin is really that sorry. I think he’s rather more furious that others are asking question of him and his priests and the Church about what has been going on. There’s a whole list of priest in Birmingham who are receiving financial assistance in their various situations. Some will be sick, ill, deranged, or just incapable. Seems fair enough that they should be supported. Some are under suspicion, convicted, criminal, in prison, ex-prisoners etc. I guess each case should be taken on its own merits. However, I think transparency should be the best policy and the archdiocese should have a way of letting it be known who. is being supported, and why. I think most people have a compassionate soul and would understand particular cases and why they might be supported. But, if you are not transparent then people feel that they are being fooled. So, open up the books, let us know, and you might be surprised how generous and compassionate we can be !

It’s actually one of the recommendations of the report that clergy, employees and volunteers of Birmingham archdiocese be told that adults in positions of responsibility should not be starting and having “relationships” with 16-year-olds. You’d think they would know that without having to be told.

The report (accessible via the link in today’s blog item) also says that Quigley was treated far better than the victims. One victim was told by a VG that they would get one more counselling session and “that’s it”.

Quigley was also allowed to call himself Fr and was involved with students, even though he was forbidden to do these things. The archdiocese knew but took no action. They also didn’t alert those who needed to know that he was under investigation. His so-calked treatment in the US was explained as treatment for stress/overwork, or that old favourite, “further studies”.

All of this is inexcusable so long after Nolan and Church declarations of zero tolerance.

If the age of consent was 14 (as Tatchell argues), Quigley would have gone after 14-year-olds, safe from prosecution. As ever, when people ask for change, ask “cui bono? “. The useless ex-social worker safeguarding officer was ignorant of the Children Act, and ignorant of the penalties in position of trust cases, and treated it as an adult to adult relationship, of no concern from a safeguarding point of view.

While not a medic or a trained psychotherapist I have been dealing with people with various mental illnesses for 45 years.

It would be true though to say that these people experience things in a different way to others so can appear to lie or even have difficulty discerning what’s real. It’s not part of the diagnostic criteria but they do experience things which aren’t real without having a full blown psychosis. The monies collected, or indeed bequeathed, for the Education of Priests fund can only be used for that purpose. It’s basically ring-fenced for that very use. Every diocese has a big pot of money for the educational needs of its clergy. Some of it is used for the further education of ordained priests but most of it is untouched due to there being no seminarians.

I left the RCC institution in 1986.

These mothers had an inate sense of protection towards all village children. We were warned to never be in a certain person’s company from the neighbouring village. He was a persona non grata. They, as adults, as parents, knew how to identify endangerment and protect their children. How on earth did our Church leaders with all their learning not have this awareness about right and wrong, about potential sexual abuse by its clergy? There is sadly, a church culture which will still protect its own interests first and foremost. Thankfully these days are coming to an end with more exposure of the moral and canonical machinations used to hide and cover up abuse. I recall too in the 70’s and 80 ‘s that top psychotherapists were hired by Dublin Diocese for assessing some accused of abusive behaviour. Often, after a time away on sabattical, attending therapy courses, Bishops were informed that “certain” abusers were fit for ministry under new procedures…Bishops responded by placing some potential abusers into so called “safer territiry” where their work would be supervised and curtailed. At the end of the day, despite professional psychological assessments and advice, had our bishops the maternal and paternal instincts of our parents, much abuse, damage, hurt and pain may have been avoided. Paedophiles are very devious, cunning and manipulative. But, whoever they are and whatever abuse caused by them always warrants justice.

The Murphy Report names psychiatrist, Denis Lane O Kelly as treating Bill Carney in September 1985 for alcohol problems. This is despite the fact there was no evidence the hospital he worked in as medical director had any expertise in child sexual abuse. O’Kelly was briefed by the archdiocese about Carney’s history in November of that year. The report said that O’Kelly was of the view Carney had the “possibility of a return to ministry in the new year” in a “controlled situation and subject to careful monitoring”. During the following year O’Kelly informed the archdiocese he was “satisfied” with the progress of Carney, who had been placed in a ministry in south Dublin. Apparently, Carney — named as one of the worst serial offenders in the Murphy report — pleaded guilty to two counts of indecently assaulting altar boys in 1983. Carney was defrocked by the Catholic Church in 1992 after being found guilty under canon law of child sex abuse. Denis Lane O’Kelly was the subject of a series of complaints by women he treated at Belmont Park Hospital in Co Waterford, which was operated by the Brothers of Charity Services until it closed in 1992. O’Kelly was formally charged by gardaí in Co Waterford over allegations he sexually abused numerous female patients under his care. He was not a top psychotherapist. He was a psychiatrist most likely a psychopath. He was also a member of the Knights of St. Columbanus. How many other priests accused of child sexual abuse did Denis Lane O Kelly assess nationwide?

I read the report on the handling of Quigley’s behaviour. Had it been 50 years ago, I would not have been surprised but this was within the last 20 years when everyone with responsibility for young and vulnerable people has been fully aware of what needs to be done in the event of safeguarding concerns. This is an example of utterly negligence on the part of all involved in decision making and shows the importance of having clear whistleblowing procedures. No one had the guts to do that with regard to Quigley till, I think, 2018. And then the brown stuff hit the fan.

As a blog reader from England, what I read reminded me very much of the IICSA report into the handling of abuse in the Anglican Chichester diocese. A major flaw in both churches appears to be a blurring of responsibilities meaning that at different times the same person is tasked with making decisions about the welfare of the abuser, the response to the victim, the appropriate safeguarding response and contact with safeguarding partners and the Police, and the reputation of the Church. In this case, the diocesan safeguarding officer also had a profound Catholic faith and saw her position as a vocation not a job. Competing concerns meant the institution and its priest were prioritised and no one appears to have been there to advocate for the victims and their rights. Clearly they should have offered the criminal acts committed against them up to God for the good of His holy church as a contributor seemed to suggest earlier. Move along there’s nothing to see here.

This sort of situation where too much power and too many competing responsibilities are vested in one person cannot be allowed to continue. It’s too dangerous. Whilst a pastoral response to an errant or abusive priest rightly belongs to the Church and the Ordinary of each diocese, the safeguarding response should be entirely separate, run by trained professionals with sufficient distance and independence to act in the best interests only of the victim. There should also be mandatory reporting of any disclosures – no ifs, no buts, no maybes. I hope the IICSA in its final reports gives clear recommendations on what should happen and these recommendations should be implemented with the force of criminal and civil law.

Over the last 20 years, guidance on safeguarding has got longer and clearer every year. There is no excuse for the response to Quigley. It is at best deliberate negligence and worse a deliberate attempt to cover up, minimise and protect. All those involved need to be removed from their responsibilities. For all their honeyed words and regret, they are not fit to hold such key positions.

My parents were devout Catholics and when I met up with a priest to discuss a vocation he ripped my pants off – and I was stark bollox naked in his fecking bedroom – thank God he didn’t touch me but I have no doubt he wanted to check out my tackle and see if I was aroused – I was actually in shock and felt dizzy and unwell.

1. I am constantly being challenged on the blog.
2. I know in the very depths of my soul and inner being that I was grievously WRONGED and DAMAGED by the priest’s behaviour and actions towards me. I do not want it to happen to anyone else.
3. There has been no effort on the part of Fr. Ger Fitzgerald to resolve the situation. He continues to spin lies and refuses to accept responsibility. Until such time as the issues between us are resolved, I reserve the right to discuss him on the blog. Ger has been offered an invitation to meet with myself and Pat but he chooses to ignore this opportunity to bring closure and healing on both sides. He is apparently still bound by the rules and procedures of the RCC institution. IMHO he will never humble himself and admit his wrongdoing because then it would have an impact on his financial settlement with the church— Mammon has a very powerful allure.

11:38 I only made a comment in passing about Trump as someone had posted a comment about Ivana Trump’s charity work, and suddenly I was bombarded with hateful comments from anonymous bloggers. Do you expect me to behave in a a morally upright fashion and use nice language when anonymous people slag me on the blog? Never. I am not going to allow myself to be a victim again of any kind of abuse; verbal, emotional or otherwise. I will fight back as long and as hard as necessary until the issues with the priest are resolved.

11.57am karen i know Ger took advantage of your kindness towards him re acceppting presents clothes etc but do you not feel that you have any part to play in this at all. You have to be responsible for your mistakes and poor judgement and take some ownership for that. This seemed to continue for quite a long time and you weren’t complaining then. You can’t keep saying thzt this priest destroyed you..
I know that you are upset about the way the friendship ended and that is very understandable, but sometimes we have to learn from our mistakes and not allow it to happen again So what is the real issue with you and Ger and what is making you so angry.?. i think that you may be more angry with yourself because yiu hoped for a better outcome between ye after all you had done for him to keep him happy. If i am missing something, please let me know. I’m only going by what i am reading on the blog.
I do feel that the allegations that you are making about the 17k in his bank account is quite serious and i’m just wondering if you should really get the facts on the matter first before putting it on a public blog.. just be careful what you say because you’re angry with him as that’s not fair to Ger either. Innocent until proven guilty. The private messages between ye that ye shared should never have appeared on this blog. It makes it hard to believe that you ever did love him like you claimed.

What is making me so angry? The fact that a RC priest targeted me, said he loved me, told his best friend that he loved me, while the whole time he was using me, deceiving me, lying and carrying on with other women. I think that I have every right to be not only angry but downright outraged.
As for the 17k, no one outside the RCC will ever know the truth because the matter is being covered up.
Regarding messages on the blog: I sent Pat screenshots to prove I was telling the truth. Pat chose which ones to publish.
I did love Ger once but after all the lies and trickery, that love has died…
